B. Certification of election and swearing in of new Council Members, Brown, Bragstad, and Groth – At this time Marks and Swift stepped down and Bragstad and Groth took their places at the Council table.
C. Memorial Marker – Virginia Vasquez – Draft of plaque shown to audience and Council. Will be passed around merchants in Amador City.
D. Ordinance #175 – Short Term Rentals Ordinance - An ordinance regulating the use of private residences as short term rentals:
1. Require business license
2. Submit permit app., pay annual permit fee
3. Notify neighbors of intended use
4. Provide info. of a local operator for purpose of responding to complaints
5. Register for and pay transient occupancy tax – First hearing – check in time, and noise issue to be addressed at January meeting
E. Request by Aaron Brusatori for abandonment of Right of Way on his lot adjacent to Hwy 49 at North end of City – Vasquez moved, 2nd by Brown to approve Right of Way abandonment with city retaining a 4 foot strip from edge of pavement along north boundary of lot as a row. Brown, Vasquez, and Knox voted to approve. Bragstad and Groth voted no.
F. Ordinance #176 – Weed and nuisance abatement in City – No action. Consensus of Council was to work with our existing ordinance.
G. Illuminating flag pole – Vasquez will research solar lighting for flag
H. Handicap parking space in south parking lot – Vasquez to do further research.

A. Memorial Marker – Virginia Vasquez– Ms. Vasquez reported that there was $860 in funds available for marker and that the committee would be moving forward.
B. Ordinance #175 – Short Term Rentals – Councilman Vasquez will work with Ethan to develop possible ordinance
C. Guard rail above sewer pond – Estimate - $38,016 from Campbell Construction; Insurance questions – Vasquez moved, 2nd by Brown to delay pursuing construction of guard rail.
D. Sign Review – Binz Wines, 14167 Main Street – Removed from agenda
E. Ethics training available in Sutter Creek February 2, 2017
F. Weed spraying throughout city – along streets. Vasquez moved, Marks 2nd to approve spraying along road side in City and to the City limits.

Committees: Michael Brown reported Pearson Tree Service could do tree work at creek either November 30 or December 15. ACRA meeting postponed. Eric Marks thanked audience and council members for opportunity to serve on council and welcomed two new members. Ethan Turner reported on Central Sierra Planning three employee Calpers liability issue.

B. Park Update – Ashley Elliot – Work to begin in spring of 2017, ideas for signage requested.
C. Amador Creek cleaning, trees along creek (Cottonwoods), Smith residence – Bid from Pearson for tree trimming and removal along creek - Aging cottonwoods present a liability to nearby residence. Bid of $3,500 received, however, effort to establish ownership is requested. Kim Roberts and Michael Brown will attempt to establish property lines of adjacent neighbors. Work cannot begin until November due to backlog of work for tree trimming, etc. due to Butte fire and ongoing drought conditions.
D. Design Review – Garage – 11030 Amador Creek Road – Roberts Residence – Brown moved, 2nd by Marks, approved unanimously, Knox stepped down due to proximity of his residence.
E. Proliferation of unapproved business signs in Amador City – Update only – so far no action by any of the businesses involved.
F. Management of rentals; possible new management plan – Virginia Vasquez – No action
G. Install conduit from PLC to pump controls, program controls – Sewer system – Brown moved to approve, 2nd by Marks, approved unanimously.
